The bigger picture question is a good one, and hard to answer. On a more mundane level, whenever a party holds the White House, almost by definition, other people in the party take a backseat to the president. It makes it hard for talent to emerge in the way that we associate with national leadership qualities.

I mean it's nine points under water- 43% approval; 52% disapproval.
